Who Is He?: James A. Baker III was born April 28, 1930 in Houston, Texas. His government career has been marked by service to American presidents in the highest executive branch offices including Secretary of State, Secretary of Treasury, and White House Chief of Staff.

He also led the presidential campaigns of Gerald Ford, Ronald Reagan and the first George Bush. In the highly disputed 2000 presidential vote count in Florida, Baker was the lead representative of the second George Bush.

Education: Baker graduated from Princeton University in 1952. He received a law degree from the University of Texas in 1957. Baker also served two years in the U.S. Marine Corps.
Experience: Baker became the 61st U.S. Secretary of State on January 20, 1989. He served until August of 1992.

Prior to this Baker was:

  • Under Secretary of Commerce for President Gerald Ford (1975-1976)
  • White House Chief of Staff for President Ronald Reagan (1981-1985)
  • Secretary of Treasury for President Ronald Reagan (1985-1988)
Following his service as Secretary of State, Baker again served as White House Chief of Staff for the first President Bush (1992-1993). He also founded the James A. Baker III Institute of Public Policy at Rice University in Houston, Texas.

In 2006, Baker co-chaired the high-profile Iraq Study Group.
